I found that the healthcare industry uses technology to directly influence each patient’s health outcomes. I identified the impact of technology on the operational efficiency of the system and the extent to which the system meets the required standards. This implementation plan outlines the shift to a completely integrated enterprise-wide comprehensive nursing informatics system throughout the healthcare institution aimed at replacing the current ineffective and outdated nursing systems.

The plan represents the change that is to be implemented, the rationale, the vision of the end state, the stakeholders that require convincing, the benefits to the organization, the means, the budget required, the proposed leadership, the time frame for the change, and the measures of the impact of the change that is to be provided in the competencies.

Change to Initiate

The topic of the change project for activity 1 aims at the comprehensive implementation of a nursing informatics system to replace the current healthcare legacy systems. This is critical due to the high levels of incompatibility and inefficiency among the current systems. The negative impact on patient outcomes and satisfaction is due to the slow data sharing, the high levels of errors in patient management, and the deterioration of the overall quality of care caused by the current legacy systems.

Parts I, II, and III indicated the need for a more tailored evaluation framework for the nursing informatics change project. The previous assessment framework’s generic nature made it difficult to assess the success of the change initiative. Part II highlighted the need to include all stakeholders, particularly those who are underserved, including community members and patients. This plan incorporates these comments by explaining the communication plans for the change project and creating a targeted evaluation framework.

Rationale for the Change

The purpose of creating a nursing informatics system is to address the challenges and the unfortunate ironies of managing details with some of the older methods. These older systems create fragmented data environments, increase crucial input and retrieval errors, and lengthen the time of service delivery to the patient. Contemporary informatics systems lower the error rate and improve the integrity of the information and patient outcome (Shafqat et al., 2018). The systems also, most of the time, are not compliant with the standards, increasing the organization’s exposure to being financially liable or to being sued.

The development of a nursing informatics system, in a structured manner, is beneficial for the achievement of the digital national health policies. Consequently, the organization will be able to reduce its operational costs and provide better, safer, and more efficient services. It will also facilitate the improvement of interdepartmental data flow, enhance the communication of health service providers, and support the making of decisions based on evidence.

Adopt an integrated nursing informatics system for every department for the replacement of legacy systems before the end of the fiscal year.

Measurable

In the first 6 months of this program, we expect to see a 30% decrease in data entry errors and a 20% decrease in patient readmissions.

In the first 4 months after the program starts, we will train all nursing staff. After the program is complete, we expect at least 90% of staff to understand and be able to use the system.

Relevant

All implemented changes should align with the institution’s strategic goals to enhance patient care, improve productivity, and comply with regulations.

The new system should be integrated into the organizational structure and fully functional in less than a year.

Evaluative

Assessments should be carried out every 3 months. The system’s effectiveness should be evaluated based on a decrease in operational costs and improvements in clinical outcomes and patient satisfaction.

Unfreezing

This phase builds the business case for a new nursing informatics system. To complete this phase, we should address resistance and convince stakeholders that a new system is necessary.

Changing

During this phase, the nursing informatics system is acquired, and staff training is provided. System changes are implemented in this phase. This phase builds the business case for a new informatics system.

Refreezing

This phase builds the business case for a new system. Staff training and system integration are provided. Employee feedback on the system and continuous improvement will be used to maintain the change and avoid reverting to the previous system.

Desired Outcomes

Improved Patient Outcomes

The focus is primarily on reducing medical errors, enhancing patient safety, and optimizing the quality of diagnosis and treatment. These outcomes will be realized through the new system’s enhanced patient data access and improved tools for making decisions. Evaluation of outcomes will be through clinical indicators of the rate of medication errors, occurrences of patient safety, and the precision of treatment. The institute aims to win the confidence of its patients and to enhance patient safety by decreasing errors and optimizing precision in the delivery of health care.

One of the main outcomes of the new nursing informatics system being proposed is the improved effectiveness of the clinical workflow. The new system will lessen the nursing staff’s administrative burden by automating data entry, data retrieval, and data processing. The reduction in workload is expected to increase the time available for direct patient care, thereby improving the quality of care and the satisfaction of the staff. The system is expected to reduce workload and work burdens on the staff through the time measurement of the proposed processes before and after the implementation.

IT Department

The IT department is responsible for the implementation and maintenance of the new system. Their involvement is critical to ensure that system integration and operations occur without disruptions. This engagement will be concerned with defining the system’s requirements, provisioning the system, and preparing the IT personnel to maintain the system.

Regulatory Bodies

Regulatory bodies are crucial to providing assurance that the system will remain within the boundaries of the law. Engaging them early will minimize legal and compliance issues. Their support is usually obtained by clearly demonstrating to them that the system will fulfill and/or exceed the requirements of the law.

Patients

As the ultimate users of the system, healthcare recipients will have improved satisfaction and be more supportive of the system if they understand how the system will be of benefit to them. Healthcare recipients will be provided with educational brochures and will be provided with progress reports. The system will be designed to improve the trust and acceptance of the system by the healthcare recipients (Wu et al., 2022).

Identification of Leadership Team

Chief Nursing Officer (CNO)

The CNO will facilitate communication of clinical personnel to the administration in aligning the patient and personnel objectives with the new system in support of the clinical practice. Their leadership will support the efforts to ensure that clinical practices and the new system incorporate clinical practices and address the concerns of the nursing personnel.

IT Director

The IT Director will be accountable for the implementation, construction, and support of the new system from an IT perspective. As the IT Director possesses the requisite skills to handle challenging IT assignments, he/she will ensure that the system is both implemented and supported. Nurse Informatics Specialist

Project Manager

The project manager will take full control of the overall project activities, the timetable, and the financial resources. Given their experience with the execution of large-scale activities, the project manager will supervise the activities with the intent of enhancing the interests of the project stakeholders while guaranteeing that the activities are finalized within the stipulated time and budget. The responsibilities of the HR manager entail overseeing the training and development of staff and facilitating communication in line with the executed strategies. The HR Manager guarantees the right talent is not only trained, but also motivated, and communication streams are established in the organization. This is critical in the HR Manager’s aim to lower resistance to change, and provide an environment conducive to the implementation of a new system.

Proposed Timeline

Months 1-2: Planning Phase

During this stage, building a plan for the first phase of this project will inform the later stages of the project. A variation scan of the existing structures will help perform a needs analysis and set the boundaries of the new nursing informatics system. This will help outline the goals, as well as the direction and strategy of the organization. Organizing in this manner will help articulate the details of the planned change. The main goal of this phase is to involve all stakeholders to create project awareness to diminish opposition to the change, and to create alignment among the stakeholders.

Months 3-4: Procurement Phase

Phase 3 will focus on the purchase of all the nursing informatics system hardware and software, and the procurement of the required licenses. Months 7-8: Pilot Testing Phase

This will help to optimize system uptake and use functionality by identifying, at an early stage, system design and functionality issues. Considering that this is a pilot phase, some of the observed issues in the functionality of the system will be adjusted to help ensure that the system is more practically designed. Months 9-10: Full Implementation Phase

This phase spans multiple months as the solution will be implemented organization-wide after completing the pilot. Support and maintenance during this phase will be based on the lessons learned to help the users to transition and to address any issues that may arise. The purpose of this phase is to facilitate a drastic adoption of the solution while maintaining a low-disruption environment. The implementation team will analyze the process and offer suggestions on how to integrate the various departments into the new system and how to solve the technical issues that may arise.

Months 11-12: Evaluation Phase

This phase will entail measuring the nursing informatics system based on predetermined standards and key performance indicators (KPIs). The consumer protection and complaints management system will be implemented, and the system will be evaluated to identify any gaps and, more importantly, to establish if the system fulfills its intended purpose. The system will be evaluated based on the completion of self-administered questionnaires, observations, and interviews that will be conducted with system staff, patients, and other users to determine the system’s clinical outcome, operational output, and overall reputation. This phase will not be considered complete to reflect the continuous obligation of the organization to maintain and improve the system to meet its needs.

It is evident that with the successful implementation of the plan, the organization will improve the quality of care and greatly enhance the productivity of its staff and its financial position.
